Description
The Commercialisation Manager will lead and drive commercial strategy across Public Protection & Integrated Enforcement services. This strategic leadership role is key to identifying, developing, and delivering new income-generating opportunities, partnerships, and innovative service models that support the sustainability and financial growth ambitions, while enhancing the safety and well-being of residents.
Responsibility
Develop and execute a comprehensive commercial strategy and delivery plan to achieve significant income growth across community safety, integrated enforcement, and regulatory services. Identify and capitalise on commercial opportunities in areas such as integrated enforcement and ASB services, CCTV services and infrastructure, and regulatory services, including street trading and markets.
Qualification – Essential
- GCSE Grade (or equivalent) in English Language and Mathematics.
- Educated to degree level or equivalent experience in business, public administration, or a related field.
- Postgraduate qualification in business management, commercial strategy (e.g. MBA, ILM), or regulatory service discipline
- Advanced – Microsoft Office (Word, Excel, Outlook), social media and CRM.
Qualifications, Knowledge, and Experience Requirements - Criteria to be Evaluated at the Shortlisting Stage.
Successful candidates will have:- Technical knowledge and in-depth understanding of commercial strategy development and delivery planning within a public sector context.
- Significant experience in a commercial, income-generation, or business development role, preferably in or in partnership with the public sector.
- Proven track record of developing and implementing successful commercial initiatives and/or traded services.
- Knowledge and expertise in revenue growth and marketing strategies.
- Knowledge of statutory and discretionary functions within local authority regulatory services (e.g. licensing, environmental health, trading standards).
- Experience in a senior role within or alongside community safety or regulatory services.
- Experience managing or commissioning enforcement, public protection, or community safety services.
- Knowledge of local government finance, procurement, and governance.
- Good understanding of local authority community safety and regulatory services frameworks, including crime prevention, anti-social behaviour, CCTV, and enforcement and regulatory services.
- Expertise in marketing, communications, and business development.
- Knowledge and expertise in working with external partners to deliver enhanced resident services and appropriate strategic outcomes.
- Knowledge of procurement and financial management systems.
- Awareness of income generation models within local government regulatory environments.
- Experience leading multi-disciplinary teams and delivering results in a politically sensitive environment.
- Experience in financial and performance reporting, business planning, and budget management.
- Experience managing relationships with community stakeholders and statutory partners (e.g. Police, Fire Service, NHS).
- Successful track record in securing external funding, grants, or investment.
