About the Role
We are looking for an experienced HR Delivery Partner to join Housing Services on a short-term contract, supporting the delivery of professional standards, expected behaviours and a strong tenant-focused culture. This is a practical, delivery-focused role where you will work closely with housing managers and frontline teams to embed HR policies, support confident people management and improve consistency in behaviour, conduct and workforce practice.
What You'll Be Doing- Partner with Housing Services managers on professional standards, behaviour, conduct and workforce practice.
- Support managers to handle supervision, capability, conduct and performance conversations with confidence and consistency.
- Provide practical HR guidance aligned with housing regulatory expectations, including the Social Housing Competence and Conduct Standard.
- Help address poor behaviour early and constructively, ensuring clear expectations are understood and applied.
- Support culture, behaviour and professionalism improvement activity across Housing teams.
- Work with HR, Learning and Development, and Culture colleagues to support learning, CPD, and capability activities.
- Use insights from complaints, Ombudsman findings, audits, and feedback to identify themes, risks, and improvement opportunities.
- Maintain workforce and culture assurance evidence to support continuous improvement in people practice.
You will be a confident HR professional who can build trust with managers, provide clear advice and turn policy and standards into practical action. You will be comfortable working in a busy service environment, and confident supporting sensitive people matters with professionalism and sound judgement.
What We're Looking For- Practical HR experience supporting managers with behaviour, conduct, capability or performance matters.
- Experience embedding policies, standards or codes of conduct into everyday working practice.
- Strong coaching, influencing and stakeholder management skills.
- Confidence to challenge poor practice appropriately and constructively.
- Ability to translate HR policy, regulation and professional standards into clear guidance.
- Sound judgement, discretion and professionalism when dealing with sensitive issues.
- Good Understanding of HR policies, employee relations and values-led workplace practice.
- Experience working in a regulated or customer-facing public service environment.
- Experience supporting culture or behavioural improvement activity at team or service level.
- Understanding of housing services or regulated social housing environments.
- CIPD qualification or equivalent HR experience.
- Evidence of ongoing professional development.
