We are recruiting a Licensing Enforcement Officer to change community and individual behaviour through communication, persuasion, advice and guidance, or enforcement, achieving compliance with statutory requirements through inspection, investigation, and monitoring. To improve community wellbeing and economic prosperity
Responsibility
To be responsible for conducting inspections, surveys and investigations in respect of the duties and responsibilities under all relevant licensing legislation, often in challenging situations, Investigating complaints and service requests and taking the appropriate action:
Qualification – Essential
· GCSEs (A-C)or equivalent to include Maths and English
· Relevant degree or equivalent
· Licensing Practitioners Qualification & NEBOSH
· Advanced user – Microsoft Office, Word, Excel, Outlook, Social Media
Essential - Skills, Abilities & Experience
· Proven ability to provide specialist expert advice and guidance to the licensee and
applicants and interpret new and existing legislation
· Able to obtain and consider all available evidence to resolve any identified non-
compliances
· Experience in preparing reports on-premises/activities inspected, following complaints,
and programmed inspections
· Experience in taking responsibility for more complex cases, including prosecution
reports, as the Senior Regulatory Services determined
· Able to carry out risk-based licensing inspections, surveys and investigations on various
premises, prepare evidence, carry out PACE interviews, and take statements
· Experience in preparing cases and evidence for legal proceedings. To appear and give
expert evidence at Court, Tribunal or other statutory Hearing
· Able to represent in internal or external meetings and liaise with other authorities,
agencies, units, service providers, government representatives, traders, customers and
others
· Able to organise and participate in forum groups with specific licensing functions
· Experience in using the Unit's electronic records/data/workflow system to record all
activities and outcomes
· Able to routinely work flexibly and adjust working hours to meet the demands of the
service
· Knowledge of the required standards of evidence, Police and Criminal Evidence Act,
Criminal Investigation and Procedures and enforcement record-keeping
· Ability to undertake any other duties commensurate with the general level of
responsibility of this post.
Essential Compliance Requirements
· Five Years of Reference
· Enhanced DBS is essential
· A pre-engagement screening is mandatory for this role
