- Our client in East London is recruiting a Senior Commissioning and Project Manager– to provide an integrated universal service for families with children aged 0-5 to support early child development, promote health and well-being, prevent future health and care needs, and reduce inequalities.
Responsibility
To lead the specification writing for the two service lots, support the specification writing process for the service lot, Oversee and implement the recommissioning project plan, monitor and review risks, and forward planning - Coordinate the recommissioning project group. Bringing together stakeholders to develop and agree on the overall vision and inform the service design and specification writing process - Liaising with colleagues in finance, HR, procurement, communications, and business intelligence to ensure that the respective requirements and policies have been considered - Prepare papers and updates on the recommissioning process, including for portfolio members, Cabinet etc.:
Qualification – Essential
· GCSEs (A-C) or equivalent to include Maths and English
· Degree or substantial relevant experience
· Relevant post-graduate qualification or professional qualification
· Advanced – Microsoft Office, Word, Excel, Outlook, social media and CRM.
Skills, Abilities & Experience – Essential
· Substantial relevant experience in developing complex commissioning strategies.
· Ability to lead and motivate a project team or teams – including those with members from
different organisations.
· Ability to coordinate and lead the contract management activity for a portfolio of categories
and negotiate and deliver commercial contracts following policy, procedures and strategy.
· Substantial experience managing large-scale, complex projects and maintaining accurate
project documentation, including plans, risks, issues, highlight reports and exception reports.
· Significant experience in providing expert guidance and advice to senior leaders, providing
expertise in areas of specialism where appropriate.
· Extensive knowledge of commissioning, procurement, contract management and
negotiation.
· Significant experience in operating following the commissioning cycle.
· Ability to develop and deliver a commissioning strategy.
· Demonstrated capability to plan over short, medium and long-term timeframes and adjust
plans and resource requirements accordingly
· Excellent research, analysis, interpretation and evaluation skills, demonstrating the ability to
identify and diagnose complex problems/issues/requirements and develop innovative
strategic solutions.
· Ability to produce accurate reports and translate complex information into readily
understandable formats.
· Ability to manage conflicting and competing priorities effectively.
· Excellent financial awareness and budget management skills.
· Highly organised with excellent attention to detail.
