- Our client in West London is recruiting a Finance Business Partner– To work closely with finance colleagues, particularly within the Capital Finance Team, and oversee the Capital Programme budget for the HRA, with both the HRA Finance Team and the Capital Finance Team sitting under the Head of Strategic Finance. Working in a Finance Business Partnering ensures the processes and systems operate to enable the service area to adhere to Financial Regulations and that budget managers and senior management are supported to understand the financial context of the services that they deliver:
Responsibility
To support any functions within the remit of the Strategic Finance Team, including the completion of Government Returns, maintaining an overview of Government updates that impact the HRA and supporting effective decision-making:
Qualification – Essential
· GCSE/O Level, 5 GCSE including English & maths
· CCAB Qualified (including CIMA
· Significant post-qualification experience working in a Local Authority
· Experienced in HRA
· Advanced – Microsoft Office, Word, Excel, Outlook, social media and CRM.
Skills, Abilities & Experience – Essential
· Comprehensive knowledge and understanding of local government finance, budgeting and
accounting,
· Experience providing high-level HRA advice, support and challenge on various complex
financial and service issues.
· Excellent numerical and analytical skills, including the ability to analyse and interpret
detailed and complex financial and other information.
· Excellent oral and written communication skills, including presenting complex and detailed
Financial and other issues to a diverse audience, including councillors, senior officers, and
external and internal contacts and agencies.
· Advanced IT skills, including designing, constructing and interpreting complex spreadsheets.
· Extensive experience working with integrated financial systems.
· Substantial experience providing HRA financial advice and support to senior officers,
members and external stakeholders.
· Experience analysing and challenging budget decisions in a complex organisation to
achieve value-for-money outcomes.
· Experience supporting Financial Regulations, budget managers, and senior management
in the service area HRA Finance Team and Capital Finance.
· Successful experience in delivering accurate and timely un-qualified statements of accounts
for a complex organisation
· Experience in liaising with external auditors and addressing complex technical queries.
· A detailed understanding of best practices in developing and implementing medium-term
financial plans within a local authority environment.
· Willing to be in the office at least one day per week.
