To oversee, lead and set out the strategic needs for needs analysis and other evidence collection to develop, implement and review children’s services-related commissioning strategies: To play a lead role in an integrated partnership with key stakeholders, colleagues and the community, in a politically sensitive environment, to co-design and co-produce outcome-based commissioning.:
Responsibility
To be responsible for setting and implementing the organisation’s strategic and operational direction for children, young people, CAMHs and maternity commissioning, with a particular focus on SEND and Health:
Qualification – Essential
· GCSEs (A-C) or equivalent to include Maths and English
· Education to Degree level or equivalent and substantial experience
· Advanced user –Microsoft Office, Word, Excel, PowerPoint, Outlook, MS Teams, Social Media, and accounting CRM:
Essential - Skills, Abilities & Experience
· Detailed knowledge of the strategic challenges facing local government
· Knowledge of critical national issues & programmes relevant to the client group and
specified outcome/service area
· Experience in commissioning and procuring projects, including undertaking needs
assessment for commissioning purposes, performance management and monitoring and
review reporting, with a focus on children’s services
· Experience in developing policies and procedures in collaboration with a wide range of
stakeholders, including internal departments, statutory agencies, voluntary sector providers
and service users
· Experience using management information, needs assessment for commissioning,
performance management and monitoring and review reporting.
· Experience in service development, options appraisal and system change using
demonstrable programme management skills, including financial mgt.
· Experience in partnership working across the voluntary and statutory sectors and
negotiating contracts
