We are recruiting a Finance Manager; To support the Head of Finance in delivering a high-quality, flexible, professional finance service that reacts to business priority changes and adapts to current requirements.
Responsibility
To build and maintain effective relationships with senior officers across the organisation to develop, improve and provide a proactive, flexible, customer-focused service solution.
Qualification – Essential
· GCSEs (A-C) or equivalent to include Maths and English
· A CCAB accountancy qualification or part qualified or able to demonstrate equivalent
skills, knowledge and understanding of accountancy and financial matters through
significant relevant experience.
· Advanced user –Microsoft Office, Word, Excel, PowerPoint, Outlook, MS Teams, social
media, and accounting CRM:
Essential - Skills, Abilities & Experience
· Comprehensive knowledge and understanding of local government finance, budgeting,
and accounting.
· Excellent numerical and analytical skills, the ability to analyse and interpret detailed and
complex financial and other information.
· Experience in successfully managing finance and other staff, including performance
management, personal and professional development, and the ability to lead and develop
a team through a wide range of managerial relationships to achieve objectives.
· Excellent oral and written communication skills, including presenting complex and
detailed financial and other issues to a diverse audience.
· Advanced IT skills: SAP systems, Excel to macro level, PowerPoint, and Word, including
the ability to design, construct and interpret complex spreadsheets.
· Extensive experience working with integrated financial systems in a large organisation.
· Substantial experience providing financial advice and support to senior officers,
members, and external stakeholders.
· Experience analysing and challenging budget decisions in a complex organisation to
achieve value-for-money outcomes.
· A sound understanding of local authority treasury management and best practice
approaches to aligning decision-making.
· Successful experience in delivering an accurate and timely unqualified statement of
accounts for a complex organisation.
· Experience in liaising with external auditors and addressing complex technical queries.
· A detailed understanding of best practices in developing and implementing medium-term
financial plans within a local authority environment.
· Solid understanding and experience in capital accounting, funding, and applying the
relevant accounting standards to new capital projects.
· Experience providing regular monitoring and progress updates on major corporate
projects to senior management & other stakeholders.
· A detailed understanding of the Housing Revenue Accounting & reporting, including
developing and maintaining the business plan.
· Experience in Financial modelling and assessing the viability of new projects.
· Experience /knowledge of producing financial accounts for private limited companies.
