We are recruiting a Community Infrastructure Levy and Section 106 Monitoring Officer:-To administrate, co-ordinate and manage the collection, allocation and monitoring of section 106 developer contributions and Community Infrastructure Levy (CIL) monies to enable the effective delivery of local and regional infrastructure:
Responsibilities
To maintain and develop processes and procedures for managing the collection and monitoring of CIL and S106 financial and non-financial obligations, including non-compliance:
Qualification:
GCSEs (A-C) or equivalent to include Maths and English
Degree level in an appropriate discipline or Equivalent proven work experience
Advanced user –Microsoft Word, Excel, Outlook, PowerPoint, social media, and CRM:
Essential – Skills & Experience
- Experience and demonstrable knowledge of the administration, implementation and monitoring of CIL and S106.
- Experience and conversant with using the following specialist IT systems (Uniform/ASH/SAP) and maintaining databases (Exacom).
- Experience in accurate record keeping (Word/Excel) in establishing and maintaining appropriate monitoring systems to assess CIL and S106 compliance.
- Ability to communicate well, in writing and orally, establishing and maintaining effective working relationships with colleagues and clients.
- Good organisational, record-keeping and project management skills, including adhering to established processes.
- Experience in budget management.
- Ability to write clear reports in plain English with excellent presentation skills.
- Ability to accurately collate, analyse and present information and data in a clear and concise manner
- Ability to carry out required site visits
- Basic financial/accountancy skills, including attention to detail and accuracy.
- Knowledge of local authority planning functions
- Knowledge and understanding of the English town planning system and the role of S106 and CIL in helping to deliver infrastructure alongside development.
- Planning legislation and regulations covering the use of S106 and CIL and how these apply in issuing CIL notices, exemptions/reliefs and S106 compliance.
